"title": "Proactive Exposure Management: The Key to Efficient, Effective Cyber Defense",
"description": "Although cybersecurity may escape the most drastic of the cost cuts in today’s government budgets, the pressure to do more with less has never been greater. For cybersecurity teams, doing more is essential, given the dramatic rise of ransomware, nation state-sponsored threats, and a flood of new vulnerabilities. Cyberattack paths have exploded in number and complexity, with attacks coming from directions not even considered in the recent past. While attackers probe for the weakest link in your sprawling attack surface—and move laterally in search of valuable assets—security teams are often constrained by siloed, incomplete attack surface views, and must rely on just-in-time detection and response to react to attackers’ moves. Proactively identifying and reducing the highest risks before attacks come is the most cost-effective and secure way to protect your network environment. \r\n\r\nAn effective Exposure Management approach must be holistic, proactive, and preventive, with a laser focus on these three key factors:\r\n1. A unified view of all assets and associated software vulnerabilities, configuration vulnerabilities and entitlement (identity) vulnerabilities.\r\n2. Predictive capabilities that enable understanding of relationships between assets, exposures, privileges and threats across an attack path.\r\n3. Dynamic risk-based prioritization to continuously identify and address the exploitable vulnerabilities, misconfigurations, and other attack paths that pose the greatest risk.\r\n\r\nAttendees will learn: \r\n- The difference between the potential or theoretical attack surface and the actual attack surface, and the challenges of reducing the actual in light of the rapidly expanding potential attack surface.\r\n- Reducing the actual attack surface requires a broad Exposure Management approach that assesses and prioritizes risk across a wide spectrum of attack paths.\r\n- The importance of incorporating threat intelligence to take the proactive remedial steps that will have the greatest impact on cyber risk reduction and not waste time and resources on vulnerabilities that do not pose risk.",

But with aging infrastructure, siloed systems, and rising constituent expectations, how do government leaders deliver a modern experience without abandoning their legacy investments?\r\n\r\nIn this session, we’ll explore how agencies across the country are embracing unified platforms to create connected, adaptive digital services—without replatforming everything. We’ll highlight real-world examples, including coordinated care solutions that bring together data from health, housing, and human services to improve outcomes for vulnerable populations. We’ll also examine how AI is reshaping case management, citizen service delivery, and operational decision-making—and how public agencies are balancing innovation with risk, governance, and equity.\r\n\r\nDesigned for both IT and program leaders, this session will share actionable strategies for integrating legacy systems, enabling low-code development, and delivering responsive digital government experiences that meet citizens where they are. Join us for a forward-looking conversation on how to build agile, data-connected systems that support the next generation of public service.",

Volunteers are trained in a variety of skills to respond to cyber incidents impacting public-sector entities and private industry providing a public-safety function. Modeled loosely and aligned to the structures of Community Emergency Response Teams and Incident Management Teams, the CRT trains together in a variety of in-person and virtual settings to develop and build capabilities in cybersecurity assessment, monitoring, incident response (ransomware, denial-of-service attacks, etc.) and continues to provide local operational support during cyber emergencies. The CRT will assemble a panel of CRT members or service recipients to discuss several aspects of their experience with the CRT including, but not limited to: • The nature of vulnerability/exploit leading to requesting CRT support. • Their experience working with the CRT – what to expect when requesting services. • Lessons-learned from working with CRT – how did CRT support help reduce cybersecurity risk? • Best-practices for overall cybersecurity risk reduction to include cybersecurity preparedness planning, incident response planning, network vulnerability assessments, and a list of specific precautionary practices and measure network owners can take to reduce risk.",

"title": "Your Data Is the Advantage: Practical AI for CIOs in Local Government",
"description": "CIOs in local government sit on one of the most valuable, underused assets in the public sector: your data. Council minutes, contracts, staff reports, HR records, planning documents—decades of vetted, trusted public record. It's not a liability. It’s your superpower.\r\n\r\nAI finally gives us a way to use it. Not as hype, but as a practical tool that turns mountains of PDFs and records into usable knowledge. The results are real, like staff reports drafted in minutes, RFPs written faster, contracts analyzed with accuracy, and institutional knowledge electrified by AI.\r\n\r\nIn this session, Erica Olsen, technology strategist and founder of Madison AI, will share what she’s learned deploying more than 40 custom AI assistants in cities, counties, water districts, and airport authorities across the U.S. You’ll hear why “our data is too messy” is a myth, what it takes to roll out AI securely without burdening your IT team, and how to move from siloed pilots to enterprise apps that really make a difference in everyday work.\r\n\r\nThis is the CIO opportunity - unlock the power of the data you already own to give your staff time back, scale output, and lead your organization into the future.\r\n\r\nWhat You’ll Walk Away With\r\n• A clear picture of how your agency’s data can power AI right now\r\n• Real-world use cases that reduce workload across for electeds, management, procurement, clerks, and planning teams.\r\n• Lessons from 40+ deployments. What worked, what didn’t, and how to avoid the traps\r\n• A framework for safe, secure, and practical AI adoption that actually sticks",

The Workforce Digital Products (WDP) Team within Minnesota IT Services (MNIT) at the Department of Employment and Economic Development (DEED) proved that it can—and did.\r\n\r\nThis case study showcases a year-long journey of transformation as the WDP Team modernized Minnesota’s labor exchange platform, transitioning from MinnesotaWorks.net to a more dynamic and accessible CareerForceMN.com. Operating in an 80/20 hybrid delivery model (Waterfall/Agile), the team successfully integrated core Scrum practices—sprint planning, reviews, retrospectives, and backlog grooming—into their cadence, steadily increasing agility without disrupting delivery.\r\n\r\nThrough disciplined 2-week sprints, they rolled out continuous improvements and launched a new job search experience powered by modern APIs—all while managing legacy system stability. This session dives into how the team used transparency, team empowerment, and customer collaboration to mature their Agile mindset, overcome hybrid delivery challenges, and accelerate value to the citizens of Minnesota.\r\n\r\nKey Takeaways:\r\nHow Agile practices can coexist with traditional project structures\r\nLessons from adopting Scrum ceremonies in a hybrid model\r\nStrategies to shift team mindset and build Agile maturity incrementally\r\nMeasurable outcomes that proved the impact of iterative delivery\r\n\r\nPerfect for public sector leaders navigating legacy systems and delivery constraints, this session proves that Agile is not all-or-nothing—it’s about making progress where you are.",

"description": "A professional futurist will set the stage by introducing strategic foresight as a practice designed to anticipate change and embrace uncertainty. This session will bring two foundational tools for local government CIOs and technology leaders to shape the future. The first will provide a lens for how to make sense of an inherently uncertain and infinite set of futures that directly inform action today. The second will allow leaders to empower their teams with a structured approach to shaping the future in a way that balances operational needs with anticipating long-term change. The combination of these strategic foresight tools will empower leaders to see the present with new eyes and prepared to navigate the currents of change.",
