The 2027 State HIT Connect Conference convenes at a defining moment in the evolution of America's health and human services ecosystem. Over the past year, the federal landscape has undergone one of its most significant transformations in decades. The establishment of the CMS Office of Health Technology and Products (OHTP) has elevated digital product delivery, interoperability, artificial intelligence, and enterprise technology modernization as strategic priorities for CMS. Working alongside ASTP/ONC, which continues to lead national health IT policy, interoperability standards, and trusted data exchange, OHTP is accelerating the operational implementation of modern, API-driven, person-centered digital services across Medicare, Medicaid, and the broader healthcare ecosystem.

At the same time, states are navigating sweeping policy, operational, and fiscal changes resulting from recent federal legislation, including implementation of provisions within the One Big Beautiful Bill Act (OBBBA). These changes, coupled with the continued expansion of the Streamlined Modular Certification (SMC) framework, are driving renewed investment in modular procurement, cloud-native platforms, AI-enabled operations, digital identity, and secure real-time data exchange.
State innovation is also accelerating through initiatives such as the Rural Health Transformation Program (RHTP), which is demonstrating how strategic investments in health IT infrastructure can improve care coordination, expand access, and strengthen healthcare delivery for rural communities while serving as a model for scalable modernization nationwide.

Now in its 17th year, the State HIT Connect Conference remains the nation's premier forum where federal and state leaders, Medicaid agencies, human services, public health, health plans, providers, technology innovators, and industry partners come together to examine emerging policy, share implementation experiences, showcase innovation, and build the partnerships that will shape the next generation of connected, intelligent, and person-centered health and human services.
