The European Resilience Summit in The Hague marks the second event of a new, continent-wide initiative aimed at bolstering Europe’s resilience to systemic shocks. In a world characterised by geopolitical uncertainty and growing technological dependency, we are focusing on two urgent priorities: bolstering Europe’s critical layers, its people, devices, software, and data, and setting up institutions that can facilitate cross-border collaboration and rapid responses. 

The summit will bring together public and private sector leaders, technologists and policymakers to explore how Europe can become more resilient without becoming closed or fragmented. Through panels, roundtables and a parallel Writer's Room, we will develop a shared understanding of what resilience means in practice and how to achieve it on a large scale. 


The outcome will be a European Resilience Manifesto articulating key principles, a shared framework and concrete steps to guide future collaboration. This summit marks the beginning of the European Resilience Summit Series, with follow-up events planned for London, Paris, Brussels and beyond. The aim is to build a durable community of trust, capability and action. 


 Parallel to all sessions, a Writer’s Room will distill discussions into a living European Resilience Manifesto, shaped collaboratively and presented at the summit’s close.
