Jess Montgomery works on the part of AI governance that begins when the policy document ends.
An AI governance researcher and enterprise technology leader, she studies what happens when organizations move AI from controlled experimentation into real operations: Who owns the decision? Who has authority to intervene? What happens when an autonomous system acts outside expectations? And can the organization prove its governance actually worked?
Her research focuses on the gap between AI governance frameworks and organizational readiness to execute them, particularly in complex, regulated, and high-consequence environments. She brings more than 15 years of technology and operational leadership to that work and is currently pursuing a Doctor of Computer Science focused on AI governance readiness.
Jess writes and speaks about AI governance, decision ownership, human authority, and the increasingly difficult question facing organizations deploying agentic AI: Before we ask what AI can do, have we decided what it should be allowed to do?
Jess is currently pursuing advanced graduate studies in artificial intelligence and machine learning, where her research and applied work explore how organizations operationalize AI systems safely and effectively within large-scale technology ecosystems.
