Carl Alameda is a public service professional with over twenty years of experience spanning local government, higher education, and property management. As Assistant City Manager, he has been responsible for leading several key functions within municipal operations, including human resources, finance, emergency preparedness, and public information. He was instrumental in developing and implementing a citywide training and performance evaluation system to support employee growth and strengthen internal processes.

He helped modernize employee evaluation systems, supported long-range planning efforts, and acted as a liaison to both the Art Commission and the Disaster Council.

In addition to his government work, he has spent nearly two decades managing residential and commercial properties. His experience includes overseeing both Section 8 and market-rate housing, maintaining compliance with HUD regulations, managing tenant relations, handling capital improvements, and ensuring accurate financial reporting through coordination with accounting professionals. His approach has emphasized accountability, consistency, and operational clarity.

Since 2018, he has taught graduate-level courses in the Master of Public Administration program at the USC Sol Price School of Public Policy as an adjunct professor. His instruction integrates academic concepts with real-world public sector experience. He remained actively involved with the university through service on the Board of Governors and leadership within the alum association. He also helped found a fellowship program that supports students pursuing careers in local government leadership.

His service to the profession also includes leadership in public administration organizations. He has served as President of two associations and chaired a regional division, contributing to the development and support of peers in municipal management.

Outside of his professional roles, he has volunteered as a coach for youth and high school sports for nearly twenty years. His coaching background spans football, baseball, and softball, and he has held leadership roles in local sports organizations. He continues to support his former high school and universities through financial contributions and participation in alum groups, including membership in an athletic support organization.
