Chandra is a Technical Director/Architect (AI) at Oracle, bringing over 20 years of experience in designing technical architectures and delivering cutting-edge AI/ML solutions across healthcare, transportation, aviation, and technology sectors. Recognized for his expertise in Generative AI, large language models (LLMs), and agentic frameworks, Chandra specializes in translating business strategies into robust, scalable AI solutions that generate measurable value. He is adept at leading enterprise-wide AI deployments, engaging with cross-functional stakeholders, and establishing best practices for responsible and compliant AI adoption.

Chandra’s leadership extends across several Fortune 500 companies, including Oracle, CVS/Aetna, CSX Transportation, and GE. He also leads an IEEE - Computational Intelligence Society (CIS) task force on Large Language Models (LLMs). Chandra holds a master’s degree in Data Science from the University of San Francisco and a master’s degree in Industrial Engineering & Operations Research from the Indian Institute of Technology (IIT), Bombay. Chandra served as a member of the Technical Program Committee for the Swiss Conference on Data Science and AI (SDS-2026) and 2nd International Workshop on AI Governance (held in conjunction with AAAI 2025). Additionally, he served as a reviewer for position papers for NeurIPS 2025, a premier conference in machine learning, as well as other esteemed events including IJCNN-2025, DECoN 2025, InECCE 2025, and AIM 2025.
