Dr. Christian M. Stracke developed in more than 20 years interdisciplinary competences and expertise in digital education and research as well as in global leadership coordinating more than 100 international large-scale projects (budgets over EUR 50 million) and research institutes and teams (200+ researchers).

As globally recognized expert and innovator and appointed ICDE Chair in Open Educational Resources (OER), Christian published more than 150 scientific articles, 15 monographs and 15 edited books or special issues of indexed journals on his main research fields: Open Education, AI, technology-enhanced learning, competence building, impact assessment & educational policies (ORCID: 0000-0001-9656-8298).

Christian works as a consultant for United Nations (UNESCO), Council of Europe, European Commission & Parliament, and many national ministries and educational institutions. He holds a PhD in Economics and Informatics (Dr. rer. pol.) and a Magister Artium (M.A.) in Educational Sciences.

The Council of Europe selected and appointed him as member of its European AI&ED Expert Group. And he leads the European Network "Ethical Usage of AI in Education" and many initiatives and workshops in his personal focus of interest.

He serves as editor and board member of peer-reviewed indexed journals and as chair of international conferences (EDUCON, LINQ, HELMeTO). Furthermore, he facilitated and developed global learning standards as elected Chair of ISO, IEC and CEN committees and provided more than 100 keynotes and invited talks worldwide.

Currently, Christian is Coordinator for the university-wide design, development and implementation of digital teaching and learning services and the cloud strategy at the German University of Excellence in Bonn, appointed Advisory Professor at East China Normal University in Shanghai, and Adjunct Professor at Korea National Open University in Seoul. In addition, he is Founder and Director of eLC, the European Institute for Learning, Innovation and Cooperation.
