Emmanuel Elolo Agbenonwossi is a specialist in artificial intelligence public policy, digital governance and cyber diplomacy, with more than 10 years of experience advising governments, regional organisations and multilateral institutions in Africa and the Global South. He is the architect of the National Artificial Intelligence Strategy of the Republic of Guinea, developed with the United Nations Development Programme, where he led the national AI ecosystem assessment and structured the strategic vision for 2026–2035. At the regional level, he drafted AI ethical governance guidelines for 7 francophone African countries, supporting the integration of human rights, accountability and public interest safeguards into AI policy frameworks. He regularly serves as a lead expert for institutions including the African Union, ECOWAS, UNECA, ITU, UNESCO, Smart Africa, the Internet Society and ICANN. His work focuses on AI governance, ethics and human rights, data governance, digital sovereignty and the geopolitical implications of algorithmic systems.
