Felicia Stuckey-Smith, J.D., has more than 25 years of experience combining her legal background and educational knowledge as a district alternative education administrator, an elementary principal, secondary classroom and mentor teacher, Gifted and Talented Education Coordinator and BTSA Coordinator. She is highly knowledgeable, experienced and a dedicated educational leader.
Mrs. Stuckey-Smith distinguishes herself year after year with her extensive knowledge and unparalleled work ethic. As the Director, Student Services for the Mt. Diablo Unified School District, her responsibilities for over 29,000 economically and ethnically diverse students includes attendance, enrollment, discipline, transfers, health care services, Section 504, Home and Hospital and Foster Care and unhoused youth. She facilitated the Equity Advisory Team that created Board Policies on Equity and Disproportionality. She also directed the District Positive Behavior Team, a multi-disciplinary team that supports students with chronic behavior difficulties at risk of expulsion, as well as chaired a district-wide discipline team that developed behavioral expectations and a Behavior Matrix that addresses legal mandates, education codes and inequities in student discipline.
Currently, she chairs the Anti-Bias, Anti Racism Advisory (ABAR) Committee who examines issues related to bias, racism, and inequity in the District to actively guide the district in continuously identifying, describing, and dismantling the systemic racism and oppression embedded within our schools and communities. The committee collectively develops actionable steps for the work needed to transform systems and policies and make recommendations to the governing board on issues related to bias, racism, and inequity.
She was recognized as the Association of California School Administrator (ACSA), Alameda/Contra Costa County Region 6 Outstanding Pupil Services Administrator of the Year. She has served as the Chairperson and is the current Co-Chair of the California Association of Pupil Personnel Administrators (CAPPA). Recently, she was selected as Black Excellence, District Administrator of the Year.
Her active participation on the ACSA Student Services and Special Education Council and Every Child Counts Symposium planning committee demonstrates her unwavering commitment to all students and their families. She is a highly requested presenter to ACSA Special Education, Principal and Pupil Services Academies.
Mrs. Stuckey-Smith continues to lead school districts in the development and implementation of equitable programs to reduce suspension/expulsion rates, address disproportionality and increase educational success for all students.
