Mr. Parker has over 30 years of experience, at all levels of systems and policy design, development, implementation, and strategic plan formulation spanning both the public and private sectors.
Mr. Parker begin his State public administration career in 2008 as a project manager working for the Alabama Department of Mental Health.
In 2011, he transitioned to the Alabama Medicaid Agency to serve as the Agency’s Director of Health Information Technology, which included the implementation of State’s HIE Program, Alabama One Health Record®. He was appointed the State HIE’s Executive Director in May 2017.
In October 2018, he was named the Agency’s Chief Data Officer. His responsibilities included the formulation and implementation of the Agency’s Enterprise Data Governance strategy and the management of the Agency’s Data Governance Office.
In addition to those responsibilities above, he continues to be actively engaged with our Federal/State partners and peer groups to formulate and guide the Agency’s Health IT & Interoperability initiatives, including TEFCA.
Achieving Medicaid Interoperability Through The State HIE-Way
How Alabama Medicaid Leveraged Its HIE to Satisfy CMS Interoperability Rules compliance.
Synopsis: In developing a strategy that aligned with the objectives of our Alabama MES Modernization Program (AMMP), took advantage of the existing Health IT investment, and complied with CMS Rules of Interoperability, Alabama Medicaid saw the opportunity to leverage the State HIE, Alabama One Health Record®. Alabama Medicaid uses the State’s HIE framework and architecture to comply with the present CMS Interoperability requirements under CMS 9115-F, and, in turn, has built the capability for addressing the pending CMS Interoperability Rule CMS 0057-P for Prior Authorizations and Health Plan exchange.
Alabama Medicaid will highlight our approach as an example in addressing the challenge of CMS Interoperability compliance and the opportunity provided to integrate State HIE capabilities into the Medicaid Enterprise Systems (MES) umbrella. We will share the benefits and advantages that we are experiencing that complements the State’s investment in Health IT, while maintaining independence and flexibility to develop future interoperable solutions.
