Gwen Baquiran is a relentless advocate for ALL students, positioning herself as a driving force for positive change. Her journey commenced as an educator, first in general education and later in special education, encompassing various specialized programs. Her determination and ambition propelled her into roles as a program specialist, coaching support for teachers, and ultimately into administration.

At the heart of her mission lies a pivotal role as the Assistant Superintendent of Student Services at the San Benito County Office of Education, where she spearheads initiatives to provide equitable supports to At-Promised Youth. Gwen's expertise in student services is evident in her adeptness at developing legally defensible special education programs, PBIS (Positive Behavioral Interventions and Supports), SEL (Social and Emotional Learning), and mental health initiatives. She excels in navigating mediation processes and skillfully resolving disputes by fostering strong relationships and embracing creative solutions.

Gwen firmly upholds the belief that every student deserves an equal opportunity to succeed. As part of her work, she conducts training sessions and delivers impactful presentations on a diverse array of topics to support all students.She goes above and beyond by training county and district teams, employing a trainer-of-trainers model to promote best practices in system improvements that encompass academic, behavioral, social-emotional, mental health supports and inclusionary practices.



Gwen has graced numerous conferences, including the Association of California School Administrators (ACSA) Leadership Summit and Every Child Counts Symposium and Inclusion Conferences where she shared her expertise on Building Inclusive Practices and Reimagining Therapeutic Programs in Public Schools. Gwen's trailblazing implementation of innovative programs and legally sound practices in special education earned her well-deserved recognition from ACSA. She was honored as the Region 10 Special Education Administrator of the Year for the 21-22 school year and CAAPLE County Educator of the Year.

Embodying the role of a champion for all students, Gwen remains steadfast in her pursuit of equity and an integrated educational system. With unwavering community support, Gwen's dedication to excellence and making a positive difference in the lives of children within San Benito County earned her recognition as one of the Unsung Heroes Award Recipients of 2023.
