Speaker Bio

Joseph J. Schwerha IV, J.D. is a Professor of Business Law and Technology at Pennsylvania Western University, where his teaching and research focus on artificial intelligence law and policy, cybersecurity, privacy, digital evidence, and emerging technologies. He serves in a leadership role addressing law and policy within PennWest's Center for AI & Emerging Technologies and has taught and written on technology-law issues for more than two decades.

Professor Schwerha is also an attorney and has worked at the intersection of law, technology, business, cybersecurity, and information governance. His current research examines the emerging legal and governance challenges created by agentic AI, with particular emphasis on accountability and liability as AI systems move from generating information to autonomously taking actions. His 2027 sabbatical research focuses on comparative U.S. and European approaches to the regulation and governance of increasingly autonomous AI systems.
