Vault Database Secrets Engine Terraform Module

By leveraging Terraform Modules, we allow application teams to deploy AWS RDS Postgresql databases password sharing, long-living local DB Users, and static passwords while providing a seamless deployment module.

This allows teams to deploy faster, while security teams know all access is being controlled & logged through Vault and don't have static usernames/passwords.
