Julie Warner is a Data Scientist in the Office of the Chief Information Officer at USAID where she helps staff and partners improve development outcomes through the use of data and information. She has over 13 years of experience with quantitative and qualitative social science research (ethnography) in data architecture, data science, and data privacy. Prior to joining USAID, Julie led the open data work on the Data Governance team in the Office of the Chief Data Officer at the U.S. Department of Education (ED). She led a team of developers standing up data.ed.gov making ED's data open and machine-readable by default while ensuring rigorous protections for privacy and security where required. Julie holds a MA in Education and an EdD in Curriculum (Literacy) from Columbia University.
