Matt Doherty is Head of Delivery Capability at The Pensions Regulator, where he works at organisational scale to improve flow, outcomes and safety in digital delivery.
He specialises in the intersection of team design and technical architecture, applying ideas from Team Topologies, Fast Flow and BVSSH to real, large‑scale organisations. Matt currently leads the design of TPR’s Service Delivery Model, focusing on empowered teams, financial ownership, and delivery coaching across a 200‑person DDaT function.
He is particularly recognised for creating psychologically safe environments that enable teams to learn, challenge and deliver sustainably in complex, regulated contexts.
