Mauro D. Ríos is a Technology Key Opinion Leader (KOL) specializing in e-Government, digital transformation, and technology neutrality. He is a co-founder of eGoverment Uruguay Agency (AGESIC) and the creator of Uruguay’s Digital Agenda (ADU) and the National OID Assignment Unit (UNAOID), which manages the identifiers powering the Digital ID, the Electronic Government Records (APIA), the Electronic Health Record, and other systems. He formulated one of the most widely used definitions of technology neutrality globally. He served as Technology Director of the National Public Education Administration (ANEP) during the COVID pandemic. His professional experience includes work with the IDB (MIF), Canada’s IDRC, URSEC, Parliament, ALC Universities, the Internet Society, and the private sector. He was selected by the Pew Research Center (Elon University, USA) to provide predictions regarding the Internet and AI in 2035. He has authored 10 books and 70 articles; some rank in Elsevier’s top 10, while others are included in the CERLAC library (UNESCO).

Algunos en el top10 de ELSEVIER y otros figuran en la Biblioteca de CERLAC/UNESCO y Biblioteca Nacional de Economía de Alemania entre, la Biblioteca del Parlamento, la biblioteca de la Presidencia de la República y otras. Ha recibido dos veces el Premio al Mérito Social por su aporte a la educación en tecnología en Latinoamérica y reconocido por el Centro de Estudios Jurídicos y Estratégicos de Uruguay (CEJE) por su labor como tutor de tesis en Inteligencia Artificial.
