Towards A Contextual Artificial Intelligence Regulation in Nigeria
Artificial Intelligence (AI) holds significant promise for Nigeria, offering opportunities to unlock economic prospects, drive sustainable growth, and foster social progress. Despite Nigeria boasting a vibrant pan-African AI ecosystem, challenges in AI development and adoption persist, including skill gaps, policy limitations, and infrastructure deficiencies, leading to reliance on imported AI technologies.
As AI continues to proliferate, regulation has become a burgeoning topic globally. While risks associated with AI often drive regulatory discussions, it's crucial to acknowledge that harm isn't the sole motivator for AI regulation. Regulation serves as a tool for social change, creating an environment conducive to AI research, development, and investment in Nigeria, thus fostering AI-driven innovations for the Digital Economy. However, regulations can also lead to systemic failures and stifle innovation due to inept policymaking.
Nigeria has expressed interest in regulating AI, yet concerns arise from its history of transplanting laws without contextualization. Adopting foreign AI regulatory frameworks without considering Nigeria's AI policy needs could hinder leveraging regulation to foster AI-driven innovations for the Digital Economy.
We, therefore, propose a Framework for Contextual AI Regulation in Nigeria that balances innovation promotion with risk mitigation. This framework employs a flexible phased approach to assess readiness and prioritize infrastructure development, aiming to position Nigeria as a hub for AI innovation, fostering a sustainable and inclusive digital economy via regulatory means. By tailoring regulations to Nigeria's context, the country can maximize the benefits of AI-driven innovations, promote ethical AI practices, and contribute to long-term growth and development.
