Mercy Kioko is a governance and human rights practitioner with professional experience in complaints management, public accountability, stakeholder engagement, and customer service. She holds a Bachelor of Arts in History and International Studies and is passionate about advancing human rights, digital governance, peacebuilding, and public policy across Africa.

She has earned professional certifications in Disaster Management, Data Analysis, and Data Labelling, which have strengthened her analytical, problem-solving, and evidence-based decision-making skills. Her growing interest in the intersection of technology, human rights, cybersecurity, and artificial intelligence has inspired her to contribute to discussions on creating safer, more inclusive digital environments across Africa.

Mercy participated in the Kenya Internet Governance Forum in June 2026, where she engaged in multistakeholder discussions on digital governance and gained valuable insights into emerging policy challenges and opportunities shaping Africa's digital future. This experience reinforced her commitment to promoting collaborative approaches to online safety, platform accountability, digital inclusion, and responsible AI governance.

Drawing on her experience in complaints management and governance, Mercy is particularly interested in strengthening accountability and access to effective remedies for individuals affected by online harms. She advocates for African-led, rights-based approaches that protect women and children while promoting innovation, digital trust, and inclusive digital development.

Through this proposed session, Mercy aims to convene policymakers, regulators, technology companies, civil society organizations, academia, the technical community, youth representatives, and development partners to co-create practical recommendations that strengthen online safety, platform governance, and human rights in Africa's evolving digital ecosystem.
