The root cause of insecurity in Internet is the impunity. The malicious attackers are too far from the controls of the target and international law is too complex. What if the source ISP could filter malicious attacks and we could rate them based on how good or bad they are doing their job? Target organizations would limit their operations based on this rating (for example, you can only see balance not do wire transfers if you are connecting from a low rating ISP), effectively enhancing the perimeter with this second control and the space of possible activity for malicious attackers would be substantially narrowed.
