Raquel Castro Madureira is an Invited Professor at the University of Aveiro, Portugal, and a researcher at GOVCOPP, working at the intersection of telecommunications, smart cities, sustainability, public policy, and digital transformation. She holds a PhD in Electrical Engineering and has more than two decades of experience across academia, industry, entrepreneurship, and local government.
