Raymond B. Amumpaire is a Ugandan lawyer shaping Africa's tech future. He is the Team Lead at the Centre for Artificial Intelligence Ethics and Governance in Africa (CAIEGA), where he has been at the forefront of ensuring AI is developed, deployed and used responsibly. Raymond is the Uganda Law Society President’s Special Envoy on Artificial Intelligence and Digital Rights and contributes to the AI and Information Integrity Working Group for the Global Coalition on Tech Justice (GCTJ), the Africa AI and Privacy Working Group (Lawyers Hub Kenya), the Digital Transformation Committee of the Uganda Law Society, as well as the Technology, Media and Telecommunication (TMT) Committee of the East Africa Law Society.
As the youngest ever Advisory Council Member for the Africa Data Governance Hub, he acted as a trusted advisor on data governance and helping to create rules that protect personal information on the continent. He has been consulted by the Ugandan Permanent Mission to the UN on ICT for Development, the Government of the Republic of South Sudan on cyber policy and, by Letitia James - the Attorney General of the great State of New York on algorithmic safety for kids. He is also currently involved in digital rights litigation, both as a complainant in the landmark privacy case against Google that was decided by Ugandan data regulator and an applicant in the ongoing digital rights enforcement case challenging the 2026 internet shutdown in Uganda.
Raymond is a founding member of the Forum for Data Privacy Practitioners Uganda, a member of the Uganda Law Society (ULS), the East African Law Society (EALS), the Pan-Africa Lawyers Union (PALU), an affiliate member of the Africa Privacy Lawyers Association (APLA), the Digital Rights Alliance Africa (DRAA), the Global Coalition on Tech Justice (GCTJ), the Net Rights Coalition, the Internet Society – Uganda Chapter and the International Association of Privacy Professionals (IAPP). Essentially, Raymond is a real-world problem solver who's using his legal brain to create a better digital future for Africa.
