State Revolving Funds: Big Funding Boost as a Result of the Bipartisan Infrastructure Law

USEPA provides financing to communities for water infrastructure capital investment predominantly through the State Revolving Fund (SRF) loan programs such as IEPA’s SRF programs. The Infrastructure Investment and Jobs Act (IIJA), aka Bipartisan Infrastructure Law (BIL), signed into law by President Biden on November 15, 2021, provides a huge boost in SRF funding – approximately $50 billion over five years. Some of this funding is being targeted towards specific needs such as lead service line replacement and emerging contaminants, and the BIL funding has special federal requirements. There are two objectives to this tag team presentation – 1) To provide the latest SRF information at the federal level that includes BIL funding and requirements; and 2) To provide the latest information on IEPA SRF changes and funding efforts as a result of BIL such as lead service line replacement and emerging contaminants. The presentations will highlight important information to give communities and consultants an understanding of what could be possibly funded via SRF programs.
