The spectrum of response capability ranges from routine emergencies with standardized protocols to complex, escalating scenarios, challenging resource allocation and the experience of leadership. The nonlinear nature of emergencies, witnessed in events like 9/11 & COVID-19, requires both preparedness and adaptability.
