Tales from the SOC: America's First Cyberspace Pirate

In 1986, “Captain Midnight” - an insider at an uplink station - hijacked HBO’s national broadcast, exposing critical flaws in satellite infrastructure. Drawing on real-world experience in law enforcement, cybersecurity, and satellite broadcast engineering - presenters Jared P. Quinn (FBI Cyber) and Ruhana P. Chikatla (DoD IT) imagine how a SOC, equipped with today’s detection and analysis tools (e.g., SPARTA, the MITRE ATT&CK framework adapted for space), could have responded had it been in the Master Control Room. This novel tabletop exercise bridges technical, policy, and operational domains to reveal how legacy threats persist and how innovative solutions can be identified and applied. Attendees will learn to detect and analyze signal replay attacks, build resilient playbooks, and use cross-sector insights to secure outdated systems and emerging technologies - developing actionable skills that advance Code Blue’s mission of workforce development, innovation, and global resilience.
