Within the DoD, the concepts of Value Stream Management and the Theory of OConstraints are not necessarily new. Consulting firms have been contracted to implement process improvements/ transformations/ road mapping efforts for decades, and much of the industrial management methodologies have been parsed over into bureaucratic operations. However, the difference in what we have seen as key drivers of success is when these approaches are applied with a radical focus on warfighter outcomes across teams and organizations instead of local command outputs.
