From data to story: Structuring investigations around complex issues

Investigative reporters often uncover stories buried inside complex systems — public health, housing policy, education funding, environmental regulation and other institutional structures. Data and public records can reveal patterns, but the challenge is turning those signals into a clear investigative story.

This hands-on session introduces a practical approach for organizing investigations once reporters begin seeing patterns in data, documents or public records.

Participants will work through a guided exercise to learn how to:

• identify the central issue emerging from data or reporting materials
• trace the policy decisions shaping the issue
• develop analysis that explains how the system affects communities
• organize findings into a clear investigative narrative

Using a real reporting example drawn from data and public records, attendees will practice structuring a story that connects data patterns, policy decisions and real-world consequences.

Participants will leave with a practical approach they can use when reporting on complex issues where data, institutions and community impact intersect.
