Public contracts in the United Arab Emirates can open up new business opportunities. Before entering a tender, companies need to identify the contracting authority, the applicable procurement procedure and the requirements for their bid. Paul-Werner Müller, lawyer and owner of Kanzlei Müller in Cologne, introduces the questions German businesses should examine when preparing for public procurement opportunities in the UAE.

The session distinguishes federal procurement from procedures run by public authorities in Dubai. It uses the UAE Ministry of Finance Digital Procurement Platform and the Dubai Government eSupply portal as points of reference. Topics include supplier registration, reviewing tender documents and preparing technical and commercial proposals.

Further topics cover qualification documents, internal responsibilities, deadlines, bidder questions and traceable documentation. Reviewing contract terms, guarantees, payment arrangements and potential disputes is also addressed as part of bid preparation.

Participants gain a structured overview to support decisions on tender participation and coordination between management, sales, project teams and legal advisers. The aim is to identify procurement and organisational questions early and clarify them systematically.
