This session introduces a new model of Public Cultural Infrastructure where blockchain serves as the invisible trust layer behind lifelong learning, civic participation, cultural engagement, and measurable social impact. Using Nguyen Dong Chi, Cultural Lifestyle Destination in Ho Chi Minh City, Vietnam as a real-world pilot, the presentation demonstrates how a real public space is being designed around decentralized identity, transparent governance, and impact measurement. Participants will explore a practical framework for applying blockchain to cultural infrastructure and civic innovation, including governance models, stakeholder collaboration, and impact metrics that cities and culture centers can adapt to their own communities. The future of blockchain will be defined not by tokens created, but by trust built.
