Universal Scripts, Fragmented Systems: How UA and Infrastructure Choices Shape Digital Sovereignty
This session examines how infrastructure decisions such as backbone design, cable routing, data center location, and naming systems interact with Universal Acceptance (UA) and Internationalized Domain Names (IDNs) to shape West Africa’s digital sovereignty and regional integration. While policy attention often focuses on connectivity and data localization, insufficient emphasis is placed on addressing systems and script inclusion, which are critical to ensuring an equitable and functional digital single market. The session will explore how infrastructure and standards must be jointly addressed to reduce fragmentation and strengthen regional interoperability. It will introduce the concept of a “West Africa Digital Sovereignty Stack," a coordinated framework linking resilient infrastructure, data center governance, UA-compliant addressing, and interoperable digital identity systems. The discussion will aim to generate actionable policy recommendations for national governments and regional bodies, including ECOWAS, to support harmonized implementation, strengthen inclusion, and enable a truly integrated digital market.
