Rudolph brings a highly unique, dual-perspective approach to GovWare, blending the highest levels of US national security experience with current executive leadership in the global industrial technology sector.
Rudolph currently serves as a Senior Non-Resident Fellow at the Atlantic Council GeoTech Center, where his research and thought leadership focus on transatlantic technology policy, EU digital sovereignty, and global regulatory harmonization.
Rudolph served as the first ever Vice President for Global Digital Policy & Regulation at Schneider Electric. During his time there, he designed, built, and led the corporation’s first global technology policy and digital regulation function spanning North America, Europe, and Asia-Pacific. Under his leadership, his organization successfully navigated frameworks such as the EU Cyber Resilience Act and NIS 2 Directive, converting regulatory pressure into a competitive advantage for the company. In 2024, his team was awarded the ITI International Advocacy Award for its highly effective global government affairs campaign focusing on regulatory harmonization.
Before joining Schneider Electric, Rudolph gained executive experience in the private sector as the Chief Operating Officer of WhiteHawk, a venture-backed cybersecurity marketplace startup, where he personally led capital fundraising and scaled the technology exchange. Prior to that, he spent several years in federal service, notably as the Chief of the Cyber and National Security Unit at the White House Office of Management and Budget (OMB). At the White House, he built the first-ever OMB unit dedicated to federal cybersecurity oversight and served as the lead architect of the President’s Cybersecurity National Action Plan (CNAP), securing a historic $19 billion investment in government cybersecurity modernization.
Rudolph is a two-time winner of the Federal 100 Award and actively serves on the U.S. Department of Energy / NARUC Cybersecurity Advisory Group to develop security recommendations for electric distribution utilities. He is a Certified Information Systems Security Professional (CISSP) and advises global policymakers on crafting technology policy that balances consumer and industry interests. Rudolph earned a Bachelor of Arts in Government from the College of William & Mary and a Master of Arts in International Business and Policy from Georgetown University.
