Son département est responsable de l'ensemble du portefeuille TI, de la gestion de l'information, de la transformation numérique, de la gouvernance des technologies et de l'information, de la litéracie numérique et de l'analytique et les données. Son équipe regroupe 55 personnes établies partout au pays et elle supporte environ 70000 utilisateurs (participants au programme - 60000, employés à temps partiel 9000, employés à temps plein 1000).
Mathieu a aussi piloté la transformation organisationnelle et culturelle du département TI pour faire une organisation axée sur les produits, l'innovation et la valeur ajoutée plutôt qu'un fournisseur de service TI conventionnel.

Fort de plus de 25 ans d’expérience dans la fonction publique fédérale, il a développé une expertise reconnue en stratégie numérique, développement agile, gestion de portefeuilles de projets et gouvernance TI. Il est certifié PMP, Scrum Master, Product Owner et Management 3.0.

En parallèle à ses fonctions exécutives, il agit à titre de chargé de cours à l’UQAM, où il enseigne la gestion de projets et le développement logiciel aux cycles supérieurs.
