What a community-driven and owned Hacktoberfest could look like

This past year, 2023, marked the 10th year of Hacktoberfest, with DigitalOcean once again leading the way. For many, Hacktoberfest is what started their open-source journey, and maintainers were able to receive contributions and even access to long-term contributors. However, the event has been heavily criticized and has had to go through many different iterations as it has responded to them. It has also had many projects, and their contributors and maintainers, take steps to withdraw from the event to limit the impact of involvement.

We wonder what would a community-organized, month-long celebration of open source look like?
