Amélie Koran

Amélie E. Koran is currently the Senior Technology Advocate for Splunk and recently served as the Deputy Chief Information Officer and most recently as Chief Technology Officer for the U.S. Department of Health and Human Services, Office of the Inspector General. However, Amélie’s path prior to today took her the long way around − through multiple industry sectors, academia, and the public sector. Her professional experience includes time spent at The Walt Disney Company, Carnegie Mellon University’s CERT/CC, Mandiant, The World Bank, Constellation Energy (now Exelon) and The American Chemical Society. She began her time in the public sector as Lead Enterprise Security Architect for the U.S. Department of the Interior, eventually moving on to lead Continuous Diagnostics and Mitigation implementation for the U.S. Treasury Department. Amélie later spent time on a leadership development rotation as part of the President’s Management Council Fellowship serving the Federal CIO in supporting cybersecurity policy analysis and legislative review, where she took an active role in the government-wide Open Data Initiative and helped in giving “birth” to the United States Digital Service (USDS). She’s an ardent advocate for innovative approaches to hiring talent and rationally applying security strategies and technologies for the public and private sector.

In her free time she collects movie memorabilia, toys and LEGO sets and swims and bicycles for exercise and fun. She’s an avid motorcyclist, having ridden the Iron Butt 50CC Challenge in 2010 on her way to BlackHat and DEFCON. She volunteers at local security conferences, primarily BSides DC and BSides NoVA, but can also be seen at BSides Las Vegas and DEFCON as a Goon. She’s married to a wonderful spouse (also a techie) and became a recent parent to two precious kittens at the end of October. While working for Stan “The Man” Lee, she received her superhero nickname when helping move his personal comic book collection to the company vaults from his original home in the hills overlooking Hollywood. Her original foray into the Internet was in 1993, building one of the first 1000 websites ever, called the “Star Wars Multimedia Archive”, and then in 1996 built the preeminent film and television music website, SoundtrackNet, which she ran until 2012 when she sold it to focus more towards her main career. While she plays the drums, she’s not very good at them, but can at least keep time.

Mr. Wilke brings more than 30 years of strategic technical leadership experience. He has served in executive leadership positions at the Director, Assistant Administrator, CIO, CTO, VP and Principal levels for US Treasury, OCC, TSA, IBM, HP, United Health Group and Mobil Oil

He served as Chief Information Officer for United Health Group ($242.0B), developing support technology solutions for health services, and leveraging proven expertise to help federal agencies tackle some of the biggest challenges in health care. His focus was to help modernize the U.S. health system and improve the health and well-being of Americans. He pioneered the use of strategic technology road mapping at UHG to move the organization forward and build stakeholder collaboration on major initiatives.

He was formerly the Chief Technology Officer at HP/ DXC ($118.0B) for the Federal Business Segment. Prior to the HP/ DXC merger he was the Chief Technology Officer at HP for Emerging Technology. In that role he was one of the leaders of the Digital Context Aware, Wearables and Sensors Practice with more than 15 patents filed. In these roles he worked closely with leaders to develop and deploy technology-based opportunities leveraging new and emerging technologies.

He has served as a leader with the Global Business Services Unit of IBM Corporation ($152.0B) and Director of Technology Solutions with G&B Solutions, building the Security Practice. In those roles he led the efforts to design and implement technology solutions to assist Chief Information Officers, Chief Technology Officers and key decision makers. He worked closely with leaders to develop and deploy technology-based opportunities leveraging new and emerging technologies. He has engaged and delivered over 50 projects ranging from security, designing international forensics laboratories that will capture and secure data prior to war criminal trials, networks to protect our country, emergency communications efforts and next generation information classified technology data solutions for government.

Mr. Wilke served as the Assistant Administrator and Chief Technology Officer at the Transportation Security Agency, US Department of Homeland Security. As Assistant Administrator and Chief Technology Officer, Mr. Wilke was responsible for the annual $1.2B departmental budget to evaluate, test and deploy of security solutions to protect the nation’s traveling public. He led agency technological efforts to research over 220 new technologies including the current checkpoint configuration. He testified and briefed Congress on numerous occasions regarding security strategy and security needs to keep the travelling public safe. He was the DHS representative to NASA’s Propulsion Advisory Board that set the future strategy for the country’s space endeavors

As Director of Bank Technology and Senior Advisor to the Comptroller at the Office of the Comptroller of the Currency, US Treasury, he was responsible for the formulation of policy and processes to supervise the technologies used by National Banks in the United States accounting for 56 percent of the nation’s assets. The Bank Technology Division led the banking industry by issuing guidance on information technology topics including Infrastructure Threats, Operational Risk, Digital Signatures and more recently, Internet Banking and Security. He was responsible for developing the 10-year strategic plan for the use of technology that will meet supervisory objectives to ensure the safety and soundness of the National Banking System. In that role he evaluated emerging technologies that could be used to strengthen the examination process, served as a member of the National Risk Committee, PDD 63 Infrastructure Threats Committee and worked closely with CERT-CC and Carnegie Mellon University on cybersecurity issues.

Mr. Wilke joined the OCC, after 17 years in various senior management positions with Mobil Oil Corporation, and Mobil Oil Credit Corporation where he invented and led development of the industry's first prepaid and multi-application card products (The Mobil GO Card and Mobil MCI GO Card). In addition, he was responsible for two of the six teams associated with the initial development of the Mobil SpeedPass RFID Payment System. Mr. Wilke previously worked in critical positions in the Information Systems, Training, Exploration & Production and Retail Marketing Divisions at Mobil.

Mr. Wilke is finishing his doctorate in Science and Technology and has Masters Degrees from Boston University in Information Technology with an emphasis in Security, Criminal Justice and business degrees from the University of Missouri – St. Louis and is one of the co-authors of Smart Cards - Seizing Strategic Business Opportunities.

He has also served as an Program Chair in Cybersecurity, Assistant Professor, Instructor and Adjunct Professor in Information Technology, IT Security, Database Security and Computer Forensics for the Master’s Degree Programs at Boston University, University of Maryland and Maryville University.
He has served on the boards and served as chair of the George Mason University Research Foundation, George Mason University School of Engineering, Smart Card Alliance, Smart Card Forum, Sigma Pi Educational Foundation, e-week Magazine, Harley-Davidson Owners Group, and Dakota State University – Information Assurance Center of Excellence.

Jaishankar Karuppannan, PhD is currently the Founder and Principal Director and Professor of Criminology and Justice Sciences of the International Institute of Justice & Police Sciences (IIJPS), Bengaluru, Karnataka, and the Distinguished Adjunct Professor of Criminology at Saveetha School of Law, Saveetha University, Chennai, Tamil Nadu. Before founding the International Institute of Justice & Police Sciences in 2022, Jaishankar held several positions like Dean, Head of the Department, Syndicate Member, Professor of Criminology and Senior Assistant Professor of Criminology at two major public universities in India.
He is the founder President of South Asian Society of Criminology and Victimology (SASCV) and founder Executive Director of Centre for Cyber Victim Counselling (CCVC). He was a Commonwealth Academic Fellow during 2009–2010 at the Centre for Criminal Justice Studies, School of Law, University of Leeds, United Kingdom. He is the founding father of Cyber Criminology, Therapeutic Criminology and Theological Criminology (academic sub-disciplines) of Criminology and the founding father of Cyber Victimology and Political Victimology. He is the proponent of the Space Transition Theory of Cyber Crimes. He is the recipient of the prestigious “National Academy of Sciences, India (NASI) - SCOPUS Young Scientist Award 2012 – Social Sciences”. He is an International Ambassador of the British Society of Criminology (BSC) and a United Nations Expert on Issues of Victims of Terrorism.
He was recently Ranked 16th among the Top 25 Influential Criminologists in the World during 2010-2020 by Academic Influence an Academic Rankings Site Texas, USA. He is ranked Number 3 among 218 (Top 3%) law and legal studies scholars in India. He earned a B.Sc. in Biochemistry from the PSG College of Arts and Science, Bharathiar University, an M.A. in Criminology and a PG Diploma in Geographic Information Systems Management and a PhD in Criminology from the University of Madras, Chennai, Tamil Nadu. His areas of Academic Competence are Cyber Criminology, Victimology, Crime Mapping, GIS, Communal violence, Policing, and Crime Prevention.

Tara Bartlett, PhD is a Senior Research Analyst at Arizona State University's Participatory Governance Initiative. Tara’s research focuses on student-centered participatory governance within school communities and is driven by 14 years of teaching experience in Title I schools and a passion for integrating opportunities for youth and families to participate in school decision-making processes and policy creation and adoption. These experiences, alongside the outcomes of civic action and student voice, prompted Tara to assess how schools can better equip youth with the knowledge, attitudes, skills, and practices to become political and civic changemakers within their own communities.
