Sean Mannix

Sean Mannix is a seasoned law enforcement professional with a distinguished 36-year career in public safety. He held several key leadership positions throughout his career, including Assistant Chief of Police in Austin and Cedar Park, Texas. He focused on refining policing strategies, advancing training programs, and strengthening community ties. After retiring in 2020, he contributed to public safety by serving as the Statewide Traffic Incident Management Coordinator for the Texas Department of Transportation.

Born and raised in California, Sean was one of five children. His father, a law enforcement officer, inspired him to pursue a career in policing from an early age. At 18, he joined the U.S. Marine Corps Reserve, developing leadership skills and a strong work ethic that would later serve him in his law enforcement career.

Sean earned his Bachelor of Science in Criminal Justice from Excelsior College, graduating with honors. He went on to earn a Master of Arts in Homeland Security from American Military University. Additionally, he is a graduate of the FBI National Academy, the Leadership Command College, the Senior Management Institute for Police, and the LAPD West Point Leadership Program.

After completing his service in the Marine Corps, Sean returned to Alameda, California, where he began his law enforcement career at the Alameda Police Department at the age of 20. Over the next few years, he honed his skills in various patrol duties and emergency response.

In 1993, he moved to Austin, Texas, where he joined the Austin Police Department and spent the next two decades advancing. As Assistant Chief, Sean was involved in critical initiatives like reducing crime through the COMPSTAT model, improving community outreach, and developing partnerships with federal agencies such as the FBI and DEA. He also served in various divisions, including Organized Crime and Central Bureau, focused on crime prevention and public safety.

In 2013, Sean took on a new role as Chief of Police for the Cedar Park Police Department. During his tenure, he worked to enhance officer training, prioritizing community policing and positive relationships with the community. He also introduced groundbreaking programs like de-escalation training and body-worn cameras, significantly improving the department’s culture and reputation.

Upon retiring in 2020, he remained active in the law enforcement community. He continues his work with Sigma Tactical Wellness, focusing on the health and well-being of first responders, and supports Williamson County Crime Stoppers.

Outside of his career, Retired Chief Sean Mannix is a devoted family man. He is married to Eileen and has four daughters. He enjoys aviation, fishing, and outdoor activities, which help him unwind. His father became a decorated U.S. military veteran and architect, while his mother, a former beauty queen, established herself as a successful businesswoman in Miami. Their journey inspired Miguel to work hard and value the opportunities provided by his new homeland.

Miguel’s education includes degrees from several prestigious institutions, including Barry University School of Law and ISDE Law Schools in Spain, where he earned an LLM in International Law. His studies and experiences in both the U.S. and Europe have shaped his approach to legal issues on an international scale. Upon returning to South Florida, he opened the Miami office for InterJURIS and later founded his law firm. He has also been an active advocate in the community, offering pro bono legal services to those in need.

In 2020, Miguel was elected as a judge in Florida, where his fair and compassionate approach to justice earned him the respect of his colleagues. Chief Miguel Iglesias, a retired NYPD Chief, dedicated more than 30 years to law enforcement, serving New York City with distinction. Born in Panama City, Panama, he joined the NYPD in 1991 with a strong commitment to serving and protecting the community. Over his career, he rose through the ranks, taking on various pivotal roles within the department. His leadership, particularly in internal affairs and anti-corruption efforts, was instrumental in restoring public trust and improving the overall integrity of the NYPD.

In 2001, after being promoted to Sergeant, Miguel decided to further his education to meet the demands of leadership. He earned a Bachelor’s Degree in Organizational Management from St. Joseph's College in 2005 and a Master’s in Human Resources Management from Seton Hall University in 2008. These academic achievements gave him the knowledge and skills to handle the increasing responsibilities that came with his rise in the department. He was dedicated to adhering to the department's policies while building positive relationships with his colleagues and the community.

His upbringing influenced Miguel’s decision to join the NYPD in Brooklyn, where he witnessed crime and community safety challenges. Motivated to make a change, he began his career in 1991. His ability to lead effectively was recognized early on, and by 2005, he was promoted to Lieutenant, where he managed operations within his Precinct. In 2010, he was promoted to Captain, where he was tasked with overseeing operations in the 73rd Precinct, an area that saw a significant reduction in crime under his leadership.

Inspector General Sean Fay brings 29 years of law enforcement experience, starting in North Carolina before joining the South Carolina Department of Social Services (SCDSS) through roles at the Myrtle Beach Police Department and the South Carolina Law Enforcement Division (SLED). His diverse career includes work in Patrol, Street Crimes, Crime Prevention, Special Operations, and Traffic. At SLED, he served as the Statewide Automated License Plate Recognition Program Coordinator and Local Agency Security Officer within the Criminal Justice Information Services division, overseeing IT security and federal compliance. In his final role at SLED, he led external engagements for the South Carolina Critical Infrastructure Cybersecurity (SC-CIC) Program, coordinating efforts to secure critical infrastructure, responding to cyber threats, and managing a state and federal cyber taskforce. Additionally, he was a SWAT team member and hostage negotiator.

At SCDSS, IG Fay oversees four key units within the Office of Inspector General:

• Investigations Unit: Conducts criminal investigations into fraud, waste, or abuse involving SCDSS programs.
• Backgrounds Investigations Unit: Protects children through Central Registry checks as well as national, fingerprint-based background checks for foster, adoption, childcare, and group home applicants.

As the Transportation Theme Lead of the National Spatial Data Infrastructure, Derald works to maximize the utility of public geospatial transportation information by making it easier to create, publish, discover, access, integrate, exchange, and analyze.

Derald has been a geographer with the Federal Government since 1996. He holds a Geography degree from Towson University, a Computer Science degree from Hood College, and is currently a PhD student in the School of Public Policy at the University of Maryland, Baltimore County.

Derald’s geography career started at the GIS lab at Virginia Tech in 1992 where he digitized stream orders and soil types for the state of Virginia.

Starting in 1996 he worked as a cartographer at the National Oceanic and Atmospheric Administration’s Marine Chart Division where he managed source data used in the construction of Nautical Charts.

Derald started at the USDOT in 2001; His early work focused on developing geospatial-transportation data, cartographic automation, and application development. He currently Leads the Transportation Theme of NSDI and chairs the Geospatial Transportation Subcommittee. The subcommittee is authorized by the Federal Geographic Data Committee and sponsored by the Bureau of Transportation Statistics.

As theme lead he helps maximize the benefit geospatial-transportation resources for the nation. Specifically, he coordinates the efforts of federal partners and facilitates their compliance with legislative and executive directives directed at improving geospatial data management.
