Ms. Johnson is Founder & Chief Executive Officer of Horizon Outreach, a non-profit 501 (c) 3 organization that she founded in February 2010. Horizon Outreach’s mission is “Giving Everyone A New Start”. Various programs are offered that provide employment, workforce development, re-entry services, housing assistance as well as fatherhood and parenting education.
Ms. Johnson is a veteran of the United States Air Force and a 2008 Executive MBA graduate of Auburn University who is passionate about serving the community! She has over 15 years’ experience overseeing a high-quality Healthy Marriage and Responsible Fatherhood Program and 17 years of corporate finance experience managing over $320 million dollars in oil and gas projects. She is a sought after keynote speaker for college commencement ceremonies in her local area; always delivering inspirational messages to students.
Under Ms. Johnson’s leadership, Horizon Outreach has secured over $14 Million Dollars in federal and private funding to improve the lives of families through responsible fatherhood programming and services to reduce homelessness among military and non-military families. In total 11,500 families and individuals have been serviced; this number includes 8,000 fathers and 3,500 military veterans.
The Horizon Eagle Fatherhood Program provides fathers in the Houston and Greenspoint area with A NEW START by providing fatherhood education, workforce development training and industry-recognized credentials in Forklift, Flagger, Commercial Truck Driving and the Transportation Worker’s Identification Card (TWIC) thus enabling fathers to sustain their families.
Additionally, Horizon Outreach has been recognized for its tremendous impact on the Houston Community in: reducing recidivism for re-entry fathers and homelessness among veteran families and increasing access to permanent and affordable housing to vulnerable populations. Accolades received include: Congressional Certificate of Recognition, City of Houston designations for Horizon Eagle Day & Horizon Outreach Day and Mayoral Recognition for reducing homelessness among the veteran community.
On a national level, The Horizon Eagle Fatherhood Program won the “Earkle Award” for Elevated Session Attendance from the Office of Family Assistance for the Horizon Eagle Program.
As a community leader, she faithfully served as A Team Captain for the Annual Homeless Count conducted by the Houston Homeless Coalition where she supervised over 500 volunteers who canvased the streets of Houston to identify and increase access to housing for homeless veterans, families and children.

Paula has led Brightpoint’s Ahlquist Center for Policy, Practice & Innovation since 2013. The Ahlquist Center advances program innovations and public policies that are antiracist, equitable and directed at creating social capital, economic mobility and systems designed to insure thriving children, families and communities. The Ahlquist Center team has passed legislation providing child care to families of young children exposed to neglect or abuse and establishing the Governor’s Youth Budget Commission. The Youth Budget Commission analyzes public spending for older youth and young adults and recommends policies and funding strategies to enable young people to enter adulthood with the skills, education and agency to build exceptional lives. Programs incubated by the Ahlquist Center include the Illinois Pregnant and Parenting Youth in Care (IPPYC) Home Visiting pilot and the Power of Fathers program.

Formado em engenharia elétrica pela UTFPR, com MBA em Liderança, Inovação e Gestão 4.0 pela PUCRS e mestrando em Políticas Públicas e Desenvolvimento no IPEA, atuei por 6 anos na Central de Compras do Ministério da Economia na criação e implantação de modelos de compras centralizadas e atualmente Assessor Técnico na Diretoria de Integridade do Ministério da Saúde. Fui vencedor do 22º Concurso de Inovação no Setor Público da ENAP pela criação do TáxiGov, serviço de transporte de servidores com uso de aplicativo. Fui parte da banca julgadora de diversos concursos de inovação na administração pública. Sou facilitador do curso "Como Inovar em Compras Públicas" na ENAP, redator voluntário no Centro de Lideranças Públicas (CLP) onde falo sobre inovação e compras públicas, atuo como mentor voluntário para trainees em gestão pública na Vetor Brasil. Coautor do livro "Terceirização na Administração Pública", realizo estudos acadêmicos sobre inovação e modernização do Estado.

Estudió la licenciatura en matemáticas en la Universidad de Guadalajara, después ingresó a la maestría en ciencias de la computación en el Centro de Investigación y de Estudios Avanzados del IPN (CINVESTAV) unidad Guadalajara, en donde también realizó su doctorado en ciencias con especialidad en robótica y visión computacional.

Actualmente esta trabajando en la empresa Intel en la habilitación de características de procesadores Intel en diferentes distribuciones de Linux. También es docente del Instituto Tecnológico de Jalisco unidad académica de Zapopan.

Por su afición a Linux sus compañeros lo conocen como miguelinux.
