Kimberly Cull is an accomplished naval officer, operations research expert, and passionate advocate for public service with an impressive track record of leadership and innovation. A proud 2012 graduate of the U.S. Naval Academy, Kimberly earned her Bachelor of Science in English, where she developed a strong foundation in communication and critical thinking—skills that would prove invaluable throughout her career. In 2018, she furthered her expertise by earning a Master of Science in Operations Research Logistics Analysis from the Naval Postgraduate School, equipping her with advanced analytical tools to tackle complex logistical challenges.

As a Naval Supply Corps Officer, Kimberly spent majority of her career in Indo-Pacific Command (INDOPACOM) where she served as a Supply Officer onboard a guided-missile cruiser, honing her leadership abilities and passion for improving operational processes, particularly in supply chain logistics. Upon completing her studies at the Naval Postgraduate School, Kimberly applied her technical acumen at the Defense Logistics Agency (DLA) in Pearl Harbor, where her leadership as the Wholesale Production Director and later as the Wholesale Deputy Director resulted in significant advancements in the center’s ability to provide strategic supply support to operational units around the globe. Her data-driven initiatives helped the command exceed critical performance metrics, ultimately earning her the prestigious title of DLA’s Company Grade Officer of the Year in 2018.

Kimberly's unwavering commitment to excellence was further exemplified when, as a result of her leadership, the DLA Distribution Center received the Maj. Gen. Kenneth L. Privratsky Award for Distribution Center Excellence in 2019. Her dedication to people and culture within the organization was recognized in 2020 when she received the Maj. Gen. Michael J. Ara Arzumanian, Ed.D.

Dr. Arzumanian is the long-time Director of the USC College Advising Corps for the Center for Enrollment Research, Policy and Practice (CERPP) at the USC Rossier School of Education. For twenty years he has been a youth worker in the areas of mentoring, college access, after school, juvenile justice and street outreach. At USC, he has overseen the growth of the program to directly serve over 10,000 students annually in multiple school districts across Los Angeles county. In its ten years of existence, USC CAC has directly assisted over 70,000 students to enroll in college. During that time Ara earned his doctorate in higher education administration from the Rossier School of Education, earned the staff recognition award “for creating a culture of community,” was a fellow of the Los Angeles Scholars Investment Fund Young Men of Color 2019, and was awarded USC’s Order of Arete medal for excellence in leadership and community service.

Prior to joining CERPP, Ara oversaw three youth programs and the development of a new mentoring program in Boyle Heights. Previous to that experience, he was the Vice President of Programs for Big Brothers Big Sisters of Greater Los Angeles overseeing several programs and managing mentoring for over 1,500 matches. He developed a new corporate partnership model with Union Bank winning the National Rising Star Award. Before joining Big Brothers Big Sisters, Ara had been tapped by the international non-profit, Armenian General Benevolent Union (AGBU), to direct the Generation Next Mentorship Program (GenNext). As the director of GenNext, Ara assembled the team that grew the program five times in size and increased its services to students with the award of a prestigious US Department of Education Grant. During his tenure at GenNext, Ara served as the chair of the Glendale Healthy Start Collaborative and sat on Glendale Unified School District’s Student Attendance Review Board and the violence prevention committees of five schools. It was his experience as a youth outreach worker with the City of Glendale’s Youth Outreach Program that brought Ara to AGBU’s attention. He was a member of the three-person team that developed it from the ground up, providing intensive case management to students facing high risk factors. Specializing in violence intervention/prevention, direct street outreach, runaway recovery and cross-cultural peace-making, Ara and the team worked with over 1,800 students in five years. Dr. Kimberly Giardina is the director for the Child and Family Well-Being department with the Health and Human Services Agency. She has been in the field of child welfare for 23 years and has a Doctor of Social Work from the University of Southern California and a Master of Social Work from San Diego State University. Dr. Giardina has consulted on child welfare issues at the national, state, and local levels. She led the implementation of multiple innovative initiatives in CWS including the Title IV-E Waiver and San Diego’s practice framework, Safety Enhanced Together. She has also participated on multiple Agency wide initiatives including the development of the Future Generations Council, the Trauma Informed Systems Integration Team, and the Strong Families, Thriving Communities coalition that focused on reducing disproportionality and disparities for children/youth involved with the child welfare and juvenile justice systems. During her four years as the Child Welfare Director, Dr. Giardina has lead major systems change efforts with the completion of the 88 Working Group recommendations that were adopted by the Board of Supervisors. Dr. Giardina is leading the transformation of the child welfare system in San Diego into a child and family well-being system with the vision of improving coordination, communication and partnership between family serving organizations in San Diego to help strengthen families and communities so that fewer children experience abuse and neglect. Dr. Patricia Espinoza Fernandez

Dr. Fernandez is currently the Student Support Services Director for the Lakeside Union School District and a Lecturer in the Department of Dual Language and English Learner Education at San Diego State University. She is a former public school administrator and classroom teacher.

She maintains an active professional life overseeing her school's district school safety, student well-being, connectedness, attendance and overall student support programs. She is the foster youth and McKinney-Vento liaison for her district, working closely with the department of child and family wellbeing and the county office of education. She is liaison to students whose parent or guardian offers active duty service to any military branch.

Her passion in service of children and youth to improve systems of support, remove potential barriers and help anyone who is experiencing barriers to school success stems from her desire to improve educational outcomes for all. Being an educator contributes to both her personal and professional growth. She finds volunteering time in the county of San Diego gratifying and gives one hundred percent to any task she undertakes. She builds upon the connections she makes through community engagement, developing and maintaining key relationships in the community with civic leaders, community partners and professionals looking for opportunities to bring educational resources to her school district in support of students, staff and families.

Patricia is a native Angeleno with deep roots in the Mexican-American community. She grew up on the east side of Los Angeles. After graduating Roosevelt High School, she attended San Diego State University where as a first-generation graduate she received a Bachelor of Arts in Liberal Studies with an emphasis in Multicultural Education, a Master of Arts in Education with an emphasis in Educational Leadership, and a Doctorate in Educational Leadership. Her doctoral work is in the area of dual language immersion equity, access and K-12 leadership.

Dr. Fernandez is passionate about collaborating with educational partners to ensure youth have access to school supports and transition to high school with an achievable plan for success in college or trade school, military service, or direct entry to the world of work. During her tenure as director, Lakeside Union School District continues to gradually increase positive student attendance districtwide; she oversees the implementation of school safety initiatives including safety meetings that engage key community leaders and site administrators; health education programming, including youth mental health. as well as systems that maintain and promote campus safety.

Dr. Fernandez was appointed by the San Diego County Board of Supervisors to a advisory board member role to the San Diego County Child & Family Strengthening Unit. He is the CEO and co-founder of Acavista (HEDventures Pty Ltd), an edtech startup, and co-founder and Principal at Innovately.com.au, which provides services to assist with the application of Lean Startup and Customer Development principles and practices to the commercialisation of innovation in organisations from any sector, of any size, and at any level of maturity (including startups). He graduated from the Founder Institute and Curtin Accelerate startup accelerators.

He is currently building the software for his edtech startup Acavista using CQRS, ES, microservices, Akka, and React in Scala and JavaScript and has deployed on Google Cloud and Digital Ocean. He also provides consulting and training services in Lean Startup with Customer Development for companies and startups through Innovately.com.au.
