Patience Muwanguzi

Patience Muwanguzi is a Ugandan lawyer and human rights advocate with experience at the intersection of law, digital rights, civic space, and access to justice. Her work focuses on how legal systems, technology, and state power affect marginalised communities, including LGBTI persons, particularly in restrictive political environments.

She has worked on human rights litigation, legal research, and advocacy relating to freedom of association, digital safety, and the protection of lawyers, activists, and vulnerable communities. Patience has contributed to national and international research initiatives, including collaborative work with Lawyers for Lawyers (Netherlands), and has engaged with United Nations human rights mechanisms on issues affecting civic space, legal defence work, and the protection of LGBTI-related advocacy.

She has supported LGBTI organisations and individuals through legal representation, strategic litigation, and community-based advocacy, including work on access to justice, safety, and digital security. Her experience also includes conducting digital rights awareness and safety trainings for activists and community members, with a focus on understanding digital risks, surveillance, and the use of digital evidence.

Natalia-Rozalia Avlona

Natalia-Rozalia Avlona is a lawyer and Postdoctoral Researcher for the ERC-funded DataSpace project at the Department of Public Health, University of Copenhagen. She recently completed her PhD in Computer Science at the University of Copenhagen as a Marie Skłodowska-Curie Fellow within the DCODE project. Her research focuses on the responsible development and deployment of AI systems in high-risk domains, particularly in healthcare.
She extensively employs qualitative methods, such as ethnography and action research, with the long-term aim of designing a transdisciplinary space of mutual elucidation between how policymakers envision and regulate data-driven technologies and how the established regulatory frameworks both facilitate and constrain the workflows of computer scientists and domain experts.
Natalia's academic background includes law studies at the National and Kapodistrian University of Athens (2006) and an LLM in Human Rights Law from King’s College London (2007). She also pursued coursework in the Department of Geography at Royal Holloway, University of London, and in the Department of Curating Contemporary Art at the Royal College of Art.
Specialising in the intersection of emerging technologies, law, and society, she has worked for over a decade on the legal and ethical implications of emerging technologies. She has held positions in several organisations and European research programmes across the UK, Belgium, Greece, and Cyprus, including the Future Emerging Technologies Unit (DG CONNECT, European Commission), the Royal College of Art, the University of Nicosia, Aristotle University of Thessaloniki, the Organisation of Industrial Property in Greece, the General Secretariat for Gender Equality, and the Greek Universities Network (GUnet). Before joining the University of Copenhagen, she was a Research Fellow at the Hellenic Foundation for European & Foreign Policy (ELIAMEP), where she led the AMIF ATHENA research programme.
From 2019 to 2021, she also worked as a researcher for the Horizon 2020 project TARGET: Taking a Reflexive Approach to Gender Equality for Institutional Transformation.
She is currently a member of the Management Committee of the Cost Action Platform Work Inclusion Living Lab (P-WILL). and previously of the COST Action From Sharing to Caring (CA16121). In 2020, she co-founded the techno-feminist hacking network Restorative Infrastructures.
Beyond her academic work, Natalia is deeply committed to feminist ethics and activism in the commons and Social and Solidarity Economy. She has run workshops on Wikipedia for the Galleries, Libraries, Archives, and Museums (GLAM) sector; co-organised feminist workshops on FOSS at Hackerspace.gr (Django Girls Athens), techno-feminist festivals (/EtcAthens), and (un)conferences on the commons. She has also delivered seminars on gender and open technologies, as well as gender and SSE. During the COVID-19 pandemic, she co-initiated Emergency Making Aid, a local bottom-up initiative of makers, architects, and researchers that produced and donated 3D-printed protective equipment to public hospitals.

Amélie E. Koran is currently the Senior Technology Advocate for Splunk and recently served as the Deputy Chief Information Officer and most recently as Chief Technology Officer for the U.S. Department of Health and Human Services, Office of the Inspector General. However, Amélie’s path prior to today took her the long way around − through multiple industry sectors, academia, and the public sector. Her professional experience includes time spent at The Walt Disney Company, Carnegie Mellon University’s CERT/CC, Mandiant, The World Bank, Constellation Energy (now Exelon) and The American Chemical Society. She began her time in the public sector as Lead Enterprise Security Architect for the U.S. Department of the Interior, eventually moving on to lead Continuous Diagnostics and Mitigation implementation for the U.S. Treasury Department. Amélie later spent time on a leadership development rotation as part of the President’s Management Council Fellowship serving the Federal CIO in supporting cybersecurity policy analysis and legislative review, where she took an active role in the government-wide Open Data Initiative and helped in giving “birth” to the United States Digital Service (USDS). She’s an ardent advocate for innovative approaches to hiring talent and rationally applying security strategies and technologies for the public and private sector.

In her free time she collects movie memorabilia, toys and LEGO sets and swims and bicycles for exercise and fun. She’s an avid motorcyclist, having ridden the Iron Butt 50CC Challenge in 2010 on her way to BlackHat and DEFCON. She volunteers at local security conferences, primarily BSides DC and BSides NoVA, but can also be seen at BSides Las Vegas and DEFCON as a Goon. She’s married to a wonderful spouse (also a techie) and became a recent parent to two precious kittens at the end of October. While working for Stan “The Man” Lee, she received her superhero nickname when helping move his personal comic book collection to the company vaults from his original home in the hills overlooking Hollywood. Her original foray into the Internet was in 1993, building one of the first 1000 websites ever, called the “Star Wars Multimedia Archive”, and then in 1996 built the preeminent film and television music website, SoundtrackNet, which she ran until 2012 when she sold it to focus more towards her main career. Harold Oehler is the primary author of the Florida Mediation Best Practices Handbook, Florida’s first best practices handbook for mediation. Harold is one of only approximately 140 mediators in the United States to be inducted into the American College of Civil Trial Mediators. He is also a member of the National Academy of Distinguished Neutrals. Mr. Oehler is past Chairman of the Mediation and Arbitration Section of the Hillsborough County Bar Association and serves on the Executive Council of the Florida Bar’s Alternative Dispute Resolution Section. In 2022, Harold received the ADR Section’s MVP Award for his work in engaging mediators, trial lawyers and their clients to improve mediation together. This CLE is part of that ongoing collaborative effort.

Steven Gard practiced the majority of his nearly 50 year legal career in the areas of securities litigation and arbitration. He has authored many articles and spoken on securities topics at legal education and securities industry seminars. He has also served as an arbitrator and mediator for FINRA, the New York Stock Exchange and the American Arbitration Association, as well as an instructor for the National Institute for Trial Advocacy. Mr. Gard is a native of Detroit, Michigan, and has practiced law since 1976. He received his undergraduate degree with honors from the University of Michigan in Ann Arbor and his law degree from Washington University in St. Louis. Mr. Gard was certified in 2010 and re-certified in 2015 by The Florida Bar as an expert in the field of business litigation. Mr. Gard is licensed to practice law in the states of Florida, Georgia and Missouri, and in several federal district and appellate courts. In 2017 Mr. Gard joined the faculty of the National Attorneys General Training and Research Institute, a national group of approximately 150 faculty members who train attorneys in state Attorneys General offices throughout the country. Since then, he has participated in national training programs which included trial advocacy, effective legal writing, motion practice, e-discovery; settlement strategies, and deposition techniques. Mr. Gard retired in 2020 from law practice to begin mediating full time. He is a Florida Supreme Court Certified Circuit Court and County Court Civil Mediator, a certified Federal Court Mediator in the Middle District of Florida, and serves on the Board of Directors of the Florida Academy of Professional Mediators. He also serves as a mediator and arbitrator for the Florida Bar Fee Arbitration program and the Florida Lemon Law Program.

Christina M. Jones is a survivor and a champion for change. Having experienced sexual assault, she has transformed her lived experience into a powerful force for advocacy and reform, particularly for marginalized communities. Her journey—from survivor to leader—has been defined by resilience, compassion, and an unwavering dedication to creating systems that empower, uplift, and protect those in need.

Today, Christina serves as Chief Executive of External Relations for BWJP, a national nonprofit at the forefront of systemic reform in the criminal and civil justice systems for survivors of gender-based violence. Her leadership has been pivotal, transforming BWJP’s reach and impact through strategic partnerships, innovative communications, and an astounding 1500% increase in funding, including numerous six- and seven-figure foundation grants. Christina’s work at BWJP is deeply informed by her personal journey, and she uses her voice and experience to amplify the needs of survivors across the country.

Before joining BWJP, Christina’s unique background shaped her career in criminal justice. As a former prosecutor focused on sexual violence cases, she connected with survivors on a personal level, understanding both their pain and resilience. In her roles at the DC Office of the Attorney General (OAG), she implemented impactful youth policies and programs, including the DC Teen Dating Violence Summit, which empowered youth to navigate issues of consent and safety. Earlier, as Assistant Chief for the Criminal and Juvenile Section, she supervised attorneys, shaped criminal justice policy, and co-developed the Special Victims Unit, becoming an advocate within a system she aimed to reform from the inside out.

Christina’s commitment to change goes beyond legal advocacy. She is a passionate mentor and advocate for Emerging Leaders, fostering the next generation of changemakers. She has led training sessions for large audiences, designed federal and private-sector workshops, and developed dynamic programs that help leaders connect, support, and amplify their voices. Her workshops have empowered Emerging Leaders across various industries, equipping them with tools to navigate complex challenges, champion innovation, and make meaningful contributions. Christina’s dedication to mentoring young professionals is evident in the countless leaders who now carry forward her teachings of justice, resilience, and purpose.

In addition to her role at BWJP, Christina is the founder and CEO of Command Joy Co. LLC, a consulting firm dedicated to sexual assault prevention, sexual harassment training, and safety within faith-based organizations. Through Command Joy Co., Christina has extended her advocacy into faith communities, helping congregations create safer environments. In 2024, her “Breaking Silence: Black Women, Sexual Assault, and the Church” conversation series reached over 4,500 people, sparking vital discussions on safety, healing, and justice.

Christina’s expertise and voice have also resonated through media, with her insights featured in Time Magazine, Sirius XM Urban Radio, CBS Radio, Yahoo News, and numerous legal journals. Her writings advocate for Black women and girls, shedding light on issues that are often overlooked, and creating a platform for the marginalized.

Christina resides in Washington, DC, with her husband Jason, their son Xavier, and their cat Zamunda. A leader at home and in her community, she serves as the PTO President at her son’s school and is a member of Mocha Moms DC Chapter.
