Jon M. Garon is Associate Dean for Technology and Innovation; Director of the Goodwin Program for Society, Technology, and the Law; and Professor of Law. Dean Garon teaches Constitutional Law, Contracts, Privacy Law, Entertainment Law, IP Law and related courses. In leading the Technology and Innovation program at NSU Law, Dean Garon facilitates curricular and co-curricular education for students, faculty, alumni, and community partners on the ways in which technology impacts legal fields and pedagogy. Dean Garon supports NSU Law’s efforts for continuing legal education for attorneys and judges, expanding experiential training for students, pedagogical and scholarship support for faculty, and an exploration of topics related to artificial intelligence, legal technology, intellectual property, cyber security, privacy, digital assets, and related fields.

Dean Garon is a nationally recognized authority on technology law and intellectual property, particularly copyright law, entertainment and information privacy. A Minnesota native, he received his bachelor’s degree from the University of Minnesota in 1985 and his juris doctor degree from Columbia University School of Law in 1988. With a background in business management in college then primarily intellectual property law throughout law school, Joseph started his legal career as an Associate Attorney at Glynn, Mercep, and Purcell LLP (GMP) in East Setauket, New York. During his tenure at GMP, Joseph concentrated in many different types of civil litigation. His practice areas included, but were not limited to, real property litigation, commercial litigation, personal injury litigation, construction litigation, trust litigation, restrictive covenants, product liability, breach of contract, defamation, civil forfeiture, traffic violations, real estate transactions, and the drafting and execution of wills. As outside counsel, he aided and assisted in board meetings, disciplinary hearings, and depositions. Joseph received one of the Top 100 Personal Injury Settlements, which was also one of the Top 50 Motor Vehicle Accident Settlements, in New York in the year 2019.

Since June 2021, Joseph has been involved in SERC’s Enforcement department where he has acted as the case manager for a number of violations involving different entities and including various CIP and O&P NERC Reliability Standards. She has contributed to regional digital rights efforts, including serving as a key expert at the Forum on Internet Freedom in Africa 2024, where she co-developed a Digital Rights Manual for Beginners. She has also collaborated with Enabel on the Digital for Girls and Women project, supporting digital literacy, data protection, and online safety for women and girls.

He works clause by clause on primary legislation, sharpening offence definitions, tightening procedure, and building survivor safeguards that investigators and courts can use. He supports state-level reform and justice-sector capacity-building across Northern Nigeria, working with public institutions and development partners to produce legal texts that hold up in real cases.
