In 2013, Morgan joined SunGrid Renewables, a solar energy startup in San Diego. As Senior Strategy Manager, Morgan led regional expansion initiatives and played a pivotal role in the company’s growth. In 2016, Morgan was promoted to Vice President of Business Development, overseeing a $12 million acquisition and driving innovation in energy storage. Under Morgan’s leadership, SunGrid doubled its installation capacity and expanded its footprint in the American Southwest, collaborating with municipal partners on solar-plus-storage infrastructure.

She joined Altura Technologies in 2019 as Director of Strategy & Innovation. At Altura, Morgan leads digital transformation initiatives, guiding clients through innovation pipelines using artificial intelligence, cloud computing, and data-driven decision-making. A key achievement has been the development of the Innovation Maturity Index, which is now used company-wide to assess strategic readiness. Morgan also heads Altura’s Equity in Innovation Taskforce, ensuring that diversity, equity, and inclusion are embedded in product development and hiring practices.

Outside of her work at Altura, Morgan serves as an active board member of Catalyst Colorado, where she mentors underrepresented founders of startups. Sean Mannix is a seasoned law enforcement professional with a distinguished 36-year career in public safety. He held several key leadership positions throughout his career, including Assistant Chief of Police in Austin and Cedar Park, Texas. He focused on refining policing strategies, advancing training programs, and strengthening community ties. After retiring in 2020, he contributed to public safety by serving as the Statewide Traffic Incident Management Coordinator for the Texas Department of Transportation.

Born and raised in California, Sean was one of five children. His father, a law enforcement officer, inspired him to pursue a career in policing from an early age. At 18, he joined the U.S. Marine Corps Reserve, developing leadership skills and a strong work ethic that would later serve him in his law enforcement career.

Sean earned his Bachelor of Science in Criminal Justice from Excelsior College, graduating with honors. He went on to earn a Master of Arts in Homeland Security from American Military University. Additionally, he is a graduate of the FBI National Academy, the Leadership Command College, the Senior Management Institute for Police, and the LAPD West Point Leadership Program.

After completing his service in the Marine Corps, Sean returned to Alameda, California, where he began his law enforcement career at the Alameda Police Department at the age of 20. Over the next few years, he honed his skills in various patrol duties and emergency response.

In 1993, he moved to Austin, Texas, where he joined the Austin Police Department and spent the next two decades advancing. As Assistant Chief, Sean was involved in critical initiatives like reducing crime through the COMPSTAT model, improving community outreach, and developing partnerships with federal agencies such as the FBI and DEA. He also served in various divisions, including Organized Crime and Central Bureau, focused on crime prevention and public safety.

In 2013, Sean took on a new role as Chief of Police for the Cedar Park Police Department. During his tenure, he worked to enhance officer training, prioritizing community policing and positive relationships with the community. He also introduced groundbreaking programs like de-escalation training and body-worn cameras, significantly improving the department’s culture and reputation.

Inspector General Sean Fay brings 29 years of law enforcement experience, starting in North Carolina before joining the South Carolina Department of Social Services (SCDSS) through roles at the Myrtle Beach Police Department and the South Carolina Law Enforcement Division (SLED). His diverse career includes work in Patrol, Street Crimes, Crime Prevention, Special Operations, and Traffic. At SLED, he served as the Statewide Automated License Plate Recognition Program Coordinator and Local Agency Security Officer within the Criminal Justice Information Services division, overseeing IT security and federal compliance. In his final role at SLED, he led external engagements for the South Carolina Critical Infrastructure Cybersecurity (SC-CIC) Program, coordinating efforts to secure critical infrastructure, responding to cyber threats, and managing a state and federal cyber taskforce. Additionally, he was a SWAT team member and hostage negotiator.

At SCDSS, IG Fay oversees four key units within the Office of Inspector General:

• Investigations Unit: Conducts criminal investigations into fraud, waste, or abuse involving SCDSS programs.
• Backgrounds Investigations Unit: Protects children through Central Registry checks as well as national, fingerprint-based background checks for foster, adoption, childcare, and group home applicants.
• Emergency Management and Disaster Services Unit: Coordinates disaster response, including sheltering and mass care, with state and federal partners.
