Jay is a national expert on aging and disability services, Long-Term Services and Supports (LTSS), health policy, and assistive technology. Before joining Guidehouse, he served under three governors as the State Director for Aging and Adult Services where he was responsible for a wide range of Home and Community-Based Services (HCBS) for vulnerable adults, including the administration of the Older Americans Act, Medicaid 1915c waiver programs, protective services, and public guardianship.
