Colleen returned to Michael Baker in February 2021 following her employment as the Assistant Director of the Maryland Department of Transportation’s (MDOT) Office of Planning and Capital Programming (OPCP). During her tenure at MDOT, Colleen oversaw long-range environmental planning and the planning and deployment of innovative transportation technologies including zero emission vehicles (ZEV) and connected and automated vehicles (CAV).
