He has been involved in several major transformation projects as Manager at TC, with a focus on modernizing of technology in support of inspections and regulatory enforcement, breaking IT silos, and beginning with the Navigable Waters Act Renewal Project (NWAR) in 2017, pioneering Agile development and leveraging Power Platform at the department.

As a direct result of NWAR’s success – including winning the 2020 departmental National Creativity and Transformation Award, Douglas was offered the opportunity to found and lead the Power Apps Centre of Excellence (PACE). Since being formed in summer 2020, PACE has remained at the forefront in successful Power Platform implementation for the Government of Canada. The PACE team built numerous critical systems in response to COVID-19, earned a reputation as *the* team to call upon when a problem needed solving, supported other Professional Developers across government to succeed utilizing the platform, and sponsored then sustained the blossoming of Citizen Development at TC.

In recognition for the team's hard work and success, PACE has received numerous accolades from clients and department leadership, including the Government of Canada’s “Excellence in Innovation” Digital Government Community Award.

Andrea Civile is an L2 Italian researcher and language instructor whose work focuses on the development of pragmatic competence in adult learners, with attention to pragmalinguistic–sociopragmatic alignment, cultural shock, and intercultural adaptation in academic settings. His research—rooted in his doctoral project at the University for Foreigners of Perugia—adopts interlinguistic, intercultural, and cross-cultural perspectives and draws on data from Brazil, Japan, and Italy through a mixed-methods design. He is a member of the Pragmática (inter)linguística, cross-cultural e intercultural group at the University of São Paulo and contributes to research on online language teaching.
